Where should I be counted? According to the US Census, you should be counted at your usual resi- dence, that is, the place where you live and sleep most of the time during the year. This residence may not neces- sarily be your voting state, or the state where you lived most of your life, or the state that you consider your home, permanent residence, or legal resi- dence. Here are two examples of how to determine your usual residence. • If you spend four months of the year in Florida and eight months in Maine, then your usual residence is Maine. You should be counted in Maine. • If you spend equal parts of the year in California and in New York, you have no usual residence. If you happen to be living in California on April 1, 2010, then you should be counted in Califor- nia. Snowbirds visiting Arizona might re- ceive two forms, one here and one in their home state. People will have to decide which is your permanent residences. Remember you can only be counted once. The census is not just about hand- ing out state tax monies; it's also about how many people your state sends to the U.S. House of Reprentatives. What a Snowbird can do is answer the occupancy question with "zero" and write "Not Our Usual Address" on the Arizona form and then put the real an- swers on the form that will be waiting for you back home. For more information visit : http://2010.census.gov/2010census/ Counting Snowbirds Census style Quartzsite Police Chief Jeff Gilbert pre- sented his report to the Town Council on Tuesday, March 23, 2010. In his long report, he quoted total calls for service and activity for the calendar year 2009 as recorded by Central Dispatch. The total calls for service and activity was 6,211. In conjunction with the calls for service, 865 department reports were generated. Approximately 50% of these cases were cleared by an arrest. In addition, there were 1,007 civil traffic citations issued and 376 criminal cita- tions issued. These figures do not account for all "walk-in" traffic that is reported direct- ly to the police department at the front window. These calls include general in- formation to the public, V.I.N. inspec- tions, and public assistance. This type of traffic generates between 4-10 calls per day depending on the time of year. While the Department of Public Safety (DPS) is primarily responsible for ac- cidents on I-10 in our jurisdiction, the officers of the Quartzsite Police Depart- ment are generally the first responders. These accidents often involve fatalities and are very demanding and time con- suming. The Quartzsite Police Department cur- rently has ten (10) full time patrol of- ficers and one (1) part-time officer that provides 24 hour shift coverage annual- ly to a population of anywhere between 3,800 year-round residents to estimates of 100,000 at peak times. In addition to the ever fluctuating pop- ulation, our crime statistics and activity are generated by our geographical loca- tion along one of the major crossroads in the State, this being Interstate 10 and State Highway 95. In conjunction with these routes, we are also in one of the largest drug traf- ficking routes in the nation as well as having regular contact with document- ed gang members who travel between the Phoenix and Los Angeles areas. The Quartzsite Police Department has one full-time detective assigned to the La Paz County Task Force that deals with drug activity, money laundering, and other organized crime. In 2009, our Task Force dismantled 5 drug trafficking organizations that had a direct impact on our community and the entire county and beyond. Several pounds of methamphetamine were be- ing distributed within the county on a Quartzsite Police 2009 Report weekly basis. In connection with some of these cases, 5 local drug dealers were arrested, convicted and sentenced to prison terms of 2-8 years each. The successful activities of our Task Force has recently caught the atten- tion of Washington, DC with a planned meeting with our leaders and the US Drug Czar on his next visit to Phoenix. The efforts of our Department's K-9 in- terdiction details and enforcement has resulted in millions of dollars worth of illegal drugs being taken off the street along with dozens of arrests. The Quartzsite Police Dept. collec- tively has nearly 150 years of experi- ence among its officers. I will stack their dedication, experience, commitment, integrity, honor, loyalty and bravery against the best anywhere. I believe we are the best, that is not to say we can't always try harder. While some of the statics seem over- whelming, Quartzsite is a very safe community with a relatively low crime rate when compared to the large popu- lation of people we serve. The Quartz- site Police Dept. works very hard at keeping our community a safe place to live, work, play and retire.
