This year's focus for Fayetteville's African-American Heritage Tour is the life and times of Professor Edward Evans (1863-1943). Both Evans and his wife Sallie were graduates of the State Normal School, which would later become Fayetteville State University. Evans was a premier and long serving educator, as well as the first principal of Orange Street School, built in 1915. Participants on the tour will trace Professor Evans' footsteps and visit several historic sites to include a special dedication ceremony and tour of Brookside Cemetery. The tour is offered to ages 10 and up. Participants will travel via bus, but tours may require moderate walking. The tour has a fee of $3. Registration is required. Space is limited. Red Light Camera Program Changes Driver Behavior and Increases Traffic Safety by LEE JERNIGAN The City of Fayetteville began its red light camera program on July 1. The purpose of the program is to change driver behavior and increase traffic safety by reducing red light running and the increased potential it creates for T-bone type accidents that typically result in serious or fatal injuries. Traffic crashes are the single most significant cause of preventable death and injury in North America. The City makes no money on this program. The costs of the program are funded by the violators who choose to run red lights and all proceeds beyond those costs benefit the Cumberland County School System. Locations for the photo enforcement cameras were chosen by a collaborative team of professionals from the City's Engineering and Infrastructure Department, City Police Department, North Carolina Department of Transportation, Cumberland County School System and the program vendor, American Traffic Solutions (ATS). Three intersections were activated beginning July 1, 2015: Reilly Road at Kimridge Drive, Morganton Road at Skibo Road, Ramsey Street at Law Road An additional five intersections were activated beginning Oct. 1, 2015: Raeford Road at Bunce Road, Skibo Road at Yadkin Road/McPherson Church Road, Bragg Boulevard at Cain Road/Ft. Bragg Road, Santa Fe Drive at Yadkin Road, Morganton Road at Reilly Road After activation, each intersection entered a 7-day warning period and violators were issued warning citations. Upon completion of the warning period, violators were issued citations resulting in a $100 fine. The fines are civil fines and do not result in the issuance of driver's license or insurance points. As of Dec. 31, 7,657 citations had been sent to violators and 4,257 fines have been paid. Violators have 30 days to pay or appeal their fine or face an additional $100 late penalty. Violators may choose to appeal their fine to the vendor, ATS, and can also request a hearing from an independent reviewer. Tickets to violators are only issued to those whose vehicles are past the stop bars when a traffic light has changed to red. If a vehicle enters an intersection before the traffic light changes from yellow to red, and proceeds through the intersection, there is no ticket issued. Additionally, each violation is personally reviewed by an ATS employee to ensure that there were no mitigating circumstances that might require someone to proceed into or through an intersection when the light has already changed to red. The City uses a prescribed set of business rules to ensure there is consistency in the administration of this program. Included on each citation is a photo showing the vehicle disobeying the red light indication and the license tag of the vehicle. In addition, violators can use information on their citation to log into the vendor's website, www.Violationinfo.com, and view a 12-second digital video of the violation. Although these cameras are only installed at eight of the over 200 signalized intersections within the city limits, we hope this program will resonate throughout Fayetteville and raise awareness of the serious safety issue red light running can create for our citizens and community.The good news from what we have seen so far is that 98% of those receiving tickets for running red lights do not repeat that behavior again. We hope this trend continues, and makes our streets safer for all our citizens.
