We all communicate in one way or another, but very few of us have mastered the skill of effec- tive communication. Miscommunication seems to be the root of our problems, or as I like to call them, "challenges." Our community came together this past weekend to create a memorable Halloween experience for our fami- lies and children. People with many different personalities and back- grounds showed willingness to pool our resources for the betterment of the community. The result was a jam packed event filled with games and lots of candy donated by local businesses and organizations. I'm so very grateful for everyone who came together to make this happen. It was a blessing to witness our Youth Council teenagers work to- By Shanana "Rain" BearCat gether for long hours designing the Haunted House at the library. Many of these kids are better at express- ing themselves than some adults I know. If we could learn the simple communication of expressing our feelings in a good way, many of our "perceived" problems would be eliminated. I was inspired by listening to our youth, with their fresh ideas and the energy to accomplish their goals. Having a few caring adults support their ideas empowered them, al- lowing creativity to flourish. I'm so proud of our youth, especially Rhi- yanna Timberlake, for overseeing this huge project. The team faced challenges head-on and were not afraid to communicate their needs. How we use our words are pow- erful. Words can be used to solve problems, craft great relationships, create goodness and build up oth- ers. To witness our youth work- ing together this weekend gives me hope for the future. Let's keep en- couraging our youth to participate in our community, for they truly are a blessing for us all. See Council Member Carol Kelley's response on Page 21. "This letter shall serve as official notice that I, Mayor Foster, have abolished the Health and Develop- ment Services Municipal Board as of October 20, 2015. "The reason for abolishing this particular municipal board is that it cannot effectively serve one of its main functions with its current members. A conflict of interest exists regarding Town Code Section 20-1-5, C. "To re- view requests submitted by non-profit agencies for Town funding and to make recommendations to the Council regarding such funding." I will be forming a Transportation Ad- visory Committee shortly. My goal is to have the committee fulfill a purpose for which the Health and Development Services Municipal Board was ini- tially established. Town Code Section 20-1-5, E. "To assist in developing recommendations to the Council as it concerns the Town's transit system." "The Transportation Advisory Com- mittee will provide a forum to discuss and address the riders' needs, issues, and challenges, and to serve as a source of accurate information regard- ing concerns. "This action has been taken pursuant to the Town of Quartzsite Town Code, Chapter 2, Mayor and Council, Article 2, Section 2-4-7, Boards, Committees, and Commissions, which states: "The Mayor shall create such boards, com- mittees, and commissions, standing or special as deemed necessary. The Mayor and Council, by a simple major- ity at a properly noticed public meet- ing, have the right to appoint members to it. Boards, committees and commis- sions shall perform such duties as the Mayor and Council prescribe." "The Council and I welcome volun- teers from the community to submit Volunteer Interest Statements to serve on the soon to be established Trans- portation Advisory Committee.
