TheTehamaCountyBoardofSu- pervisors on Tuesday unanimously adopted a resolution that autho- rized county staff to submit an ap- plication to the California Emer- gency Management Agency to re- ceive funds under the California Disaster Assistance Act (CDAA). The CDAA program, according to a county staff report, is a cost- sharing program in which the state covers 75 percent of eligible costs and the applicant pays the remaining 25 percent. The total amount of eligible ex- penses was not yet available, ac- cording to the report Gov. Jerry Brown on Feb. 20 declared a state of emergency for Tehama County because of rain- storms late last year that brought flooding, high winds and caused extensive damage, according to the report. Assistance under the CDAA is available for two categories, ac- cording to the report, including emergency work and permanent work. Emergency work includes such things as debris removal and emergency response and protec- tive measures, according to the report. Permanent work includes assistance in categories such as roads and bridges, water control facilities, buildings and equip- ment, utilities, and parks, recre- ational facilities and other items. Each county department will submit a list of projects to be submitted for consideration un- der the program. On Tuesday, the Board of Su- pervisors is scheduled to consider authorizing the Tehama County Flood Control and Water Conser- vation District to submit an appli- cation under the same program. SouthJacksonStreetfight Joseph Michael Cadotte of Red Bluff, who has been charged with voluntary manslaughter stemming from his alleged role in a fight on South Jackson Street last October, is scheduled to appear in court about 8 a.m. for the resetting of his jury trial. RedBluffpolicerespondedabout 5 p.m. Oct. 15, 2014 to the 700 block of South Jackson Street,wherethey found 33-year-old Rogelio McDar- ment, lying unresponsive on the ground. McDarment reportedly had stopped breathing after officers ar- rived, and he was transported to Mercy Medical Center in Redding and placed on life support. Police identified Cadotte as a suspect in the alleged fight, and he was taken into custody at the Te- hama County Landfill on Plymire Road after a Tehama County Dis- trict Attorney investigator spotted Cadotte driving in the area. McDarment was taken off life support on Oct. 18, 2014 and sub- sequently died. Cadotte,whowas26atthetimeof the incident, has pleaded not guilty. He remains in custody. FatalLosMolinoscarwreck Tyler Burrone of Fort Jones, who has been charged with vehicular manslaughter stemming from the July 2013 death of 5-year-old Gun- ner Langenderfer, is scheduled to appear in court at 3 p.m. for a pre- trial conference. Prosecutors allege that Burrone was texting in the moments before he rear-ended a vehicle on State Route 99E near Sherman Street, forcing the vehicle into the path of an oncoming big rig. Gunner was killed in the July 24, 2013 crash, and his mother, Katie Ramsey, suffered major injuries. Burrone, who was 21 at the time of the incident, has pleaded not guilty. TEHAMA COUNTY Ho mi ci de cases to m ov e forward Men charged in unrelated cases to appear in court By Rich Greene rgreene@redbluffdailynews.com @richgreenenews on Twitter RED BLUFF The Tehama County Planning Commission moved for- ward a proposed rezone Thurs- day that would allow a new ad- ministrative building to be built at the Tehama County-Red Bluff Landfill. The rezone's next and final stop will be the Tehama County Board of Supervisors, which it will come to with a 4-1 recom- mendation from the Planning Commission. The Tehama County-Red Bluff Landfill Management Agency is proposing a roughly 3,000-square-foot office build- ing, a paved parking lot and re- lated site improvements be built at the site. The proposed rezone would change the designation of 35.67 acres to allow for public facilities. The rezone was opposed by residents of the neighboring Westgate Road Association, a handful of whom were in atten- dance Thursday. Residents said they had been lied to in the past by the Land- fill Management Agency admin- istration and believed the rezone would open up a path for further expansions of the landfill or more buildings to be built on site. Landfill Management Agency Manager Kristina Miller and Planning Director Sean Moore said frequently during the meet- ing the only plans are to build a new office building. The agency moved from the landfill site to office space leased at the Red Bluff Municipal Air- port in January 2014, citing con- flicts with the landfill's opera- tors, Waste Connections, and plans for a second tipping scale to be built. Miller said she believed what was fueling most of the angst from the Westgate Road Associ- ation were ill feelings from when the agency increased the height of the landfill years ago. Westgate Vice President Paul Chambers said he did not believe it was right that a $900,000 of- fice building was being built for three people that would hamper the lives of 70 families. By Andre Byik abyik@redbluffdailynews.com @andrebyik on Twitter RED BLUFF The City Coun- cil on Tuesday is scheduled to consider awarding a con- struction contract for the re- habilitation of the boat ramp at River Park. City staff has recom- mended awarding a $109,510 contract to New Empire Ag- gregate for the first phase of work on the city's planned boat launch facility at the park. Funding for the project would come from a previ- ously awarded $163,000 grant. The first phase of work in- cludes improvements to the existing boat ramp at the park off Main Street that would restore public access to Sacramento River, accord- ing to a city staff report. All necessary permits and authorizations for the first phase of construction have been received, according to the report. The boat ramp has been called the "boat launch to nowhere" after a federal judge in 2011 ordered that the gates at the Red Bluff Di- version Dam be permanently raised. The city's planned boat- ing facility comprises two phases of work. The first phase, city staff has said, would include the con- struction of a 20-foot sin- gle-lane ramp on the gravel bar for motorized boats. Ac- cess to the new ramp would be from the existing ramp to a 24-foot wide gravel ac- cess road. The second phase would include a new two-lane con- crete ramp at the park about a few hundred feet upstream from the first phase of the project, a new restroom, pic- nic pavilion, repaving of the parking lot and other im- provements. After the second phase is completed, the first phase of the project would be con- verted to accommodate non- motorized watercraft. Additional authorization for construction on the sec- ond phase, according to the city staff report, would be brought to the City Council once designs, environmental reviews and permitting are completed. The planned construction on both phases would largely be funded through grants. City officials have previ- ously said that, optimisti- cally, construction on the boat launch facility could be- gin this summer, but an up- dated time line was not in- cluded in the city's most re- cent staff report.
