Sherriff's Department: Approve budget amendment for fi ve additional personnel at a cost of $129,342.34 for six months. The jail addition to increase female beds was continued for discussion at a later date. The contract for the Community Pet Center (CPC) to manage the Animal Shelter under the direction of the Sherriff's department was adopted. Capitol Facilities report was given by Danny Searcy, Public Works and Planning Director. He outlined a program for the school system, the college and the county to work together to decide priority of needs. The Commissioners were in favor of the program and want to proceed with addressing the boards of the other organizations. Run Against Addiction (a local nonprofi t concerned with fi ghting addiction) received permission to hold a half marathon on the Rails to Trails course on Oct. 10, 2015.. Kim Aldridge, Administrative Assistant and Public Records Clerk was appointed to also serve as Deputy Clerk. The Southeastern Library (Caroleen) contact was recommended to be awarded to TC Strickland Construction for $525,248.00. The county plans to enter into a loan contract to cover these expenses not to exceed $2,000,000.00. A public hearing shall be conducted on March 2, 2015 at 6:00 p.m. in the Commissioners Room, 289 North Main Street, Rutherfordton, concerning the Contract, the proposed Project and any other associated transactions. Matt Blackwell, EDC was given approval to offer The Building Reuse Grant for $122,190.00 of which a 5% cash match of $6,109.00 will be paid by the Town of Rutherfordton and the County . The County plans to enter into a 36 month lease purchase agreement with US Bancorp for the following: Sheriff-7 vehicles at $227,500.00, Building Inspections-1 vehicle at $28,000.00, Emergency Services-3 Ambulances and 1 vehicle at $467,250.00, and Schools-4 vehicles, 5 mowers at $150,053.00 for a total cost of $872,803.00 with monthly payments of $24,671.47 with payment in full being Feb. 2018. The current Rails to Trails Project to gravel 5.2 miles bid is awarded to Caldwell Construction Svs, LLC at $65,650.00. The cost of paving the trail from Whitesides Rd to US 64 will be $21,450.00 for a total of $87,100.00. The gravel portion will be funded from the $82,000.00 of donated funds received in November 2014. The $21,450.00 paving expense will be paid for by a donation received from Jimmy Dancy in behalf of the Rutherford Regional Health Center Auxiliary. The Queen's Gap Water System Design bid was awarded to Double R Utilities for the work outside of Queen's Gap at $1,469,685.56 and for inside the development to T&K Utilities for $1,665,134.10 for a total of $3,134,819.66. This is being covered by the bond insurance recovered by the county after the project developers defaulted. Tax Offi ce Report: $49,031,497.79 tax total original billed amt.
