This phase of the trail extends from Clark Park to the southern end of the PWC Water Treatment Plant, which nears the CSX railroad. This portion of the project is 1.27 miles long and is currently being paved. It is scheduled to be completed by the end of October. Construction of this project was awarded to Lanier Construction Company from Snow Hill, N.C. at a cost of $1,090,461.45. There were a total of four bidders for the project, with one being a local contractor. This project is being funded with Federal Highway Authority (FHWA) funds, North Carolina Department of Transportation (N.C. DOT) funds and the City's General Funds. Former Council Member Bates Passes Away Former City Council Member Keith Bates passed away on Oct. 17. +HZDV%DWHVZDV¿UVWHOHFWHGWRWKH&LW\&RXQFLOLQDV'LVWULFW representative and was re-elected three more times, last serving during the 2011-2013 term. Mayor Nat Robertson said Bates was a great public servant. "Keith will always be remembered for his public service," Robertson said. "He was a solid member of our City Council and a hero who served our country, both as a soldier and a civil servant after retirement. Our community and country are a better place today because of Keith." City Manager Ted Voorhees said: "I enjoyed Keith's no-nonsense approach to municipal government. His position was always clear and he stood up for the average citizen. He went the extra mile by serving on the N.C. League of Municipalities Board of Directors and ensured City government represented the best interests of the people in our community." A lifelong resident of Fayetteville, Bates was a 1977 graduate of Reid Ross High School. He worked for the Parks, Recreation and Maintenance Department before joining the Army. Bates served 20 years, retiring in 1RYHPEHUDVD¿UVWVHUJHDQWZLWKWZRFRPEDWWRXUVDQGHDUQLQJWKH%URQ]H6WDUIRUVHUYLFHLQ Afghanistan. He worked on Fort Bragg as a civilian employee for the Department of Defense. Bates received the Order of the Longleaf Pine, one of North Carolina's highest civilian honors, earlier this year. While on City Council, he served on the North Carolina League of Municipalities Board of Directors and the National League of Cities University Community Council and the Human Development Committee. &LW\+DOOÀDJVZHUHORZHUHGLQ%DWHV¶KRQRU2FWWKHVDPHGD\RIKLVPHPRULDOVHUYLFH+HLV survived by his wife, Maggie, and his two sons, Keith, Jr. and Dannie, and other family members. Salute to Veterans: Celebrating America's Heroes Mayor Nat Robertson and the City of Fayetteville invite citizens to attend a Salute to Veterans: Celebrating America's Heroes on Sunday, Nov. 9 at 3 p.m. at the J.W. Seabrook Auditorium on the campus of Fayetteville State University. The Salute to Veterans is being presented by the Army Ground Forces Band of the U.S. Army Forces Command. The celebration is free and no tickets are required. The Fayetteville State campus is located at 1200 Murchison Road.
