The drop back to pre-recession levels was helped by the addition of 400 farm jobs from August to September as well as 110 govern- ment jobs. The EDD estimated a net ad- dition of 490 jobs in the county for the month as civilian employ- ment rose to 23,080. The civilian labor force also rose from 24,910 to 25,220. The leisure and hospitality in- dustry reported a loss of 40 jobs. Just two months ago Tehama County's unemployment rate was reported at 10.3 percent. A year ago it was at 10.2 percent. The employers with the most job advertisements in September were the Red Bluff Joint Union High School District, Tehama County Department of Education, St. Elizabeth Community Hospi- tal, Walmart and the Tehama County Health Services Agency. The compliance orders were mailed to the Ishi Conservation Camp, Mill Creek-Lassen Mutual Water Company and Paskenta Community Services District. Reese Crenshaw, a local official with the State Water Board, in- formed the Tehama County Board of Supervisors of the compliance orders at its Tuesday meeting. A presentation from Crenshaw is being scheduled for the Nov. 4 board meeting. The State Water Board issued orders to 22 public water systems in the Sacramento, San Joaquin and Russian river watersheds, all of which hold junior water rights where it has been determined there is insufficient water to meet demands. The orders prohibit new wa- ter service connections to resi- dences and businesses in the ser- vice area, require metering for all customers and establish a sched- ule to develop a reliable alterna- tive source of supply. "This order does not require you to cease using the source that has been curtailed to provide for the basic health and safety needs of your customers, but does re- quire that you take specific steps in the interim to prevent new ser- vice connection and to secure a reliable long-term supply of wa- ter," the letters state.
