Fayetteville OutFront Engages the Community
Fayetteville citizens are invited to help make their community a better place to live by participating in
Fayetteville OutFront, a civic engagement website. Fayetteville OutFront acts as a virtual living room where
citizens can come and share their ideas and thoughts with City staff. On the website, City staff will post
surveys, host forums, create discussions and manage public projects. Residents can also create and post their
own ideas or comments and vote on ideas created by other citizens.
The goal of the website is to create two-way conversations between the public and City employees. Reports
and analysis based on the opinions shared on the website will be distributed to policy makers, such as City
Council members and department heads to inform them as they make decisions that affect the community.

The City of Fayetteville relies on its citizen advisory boards and commissions to aid its Mayor and City Council
in governing effectively. The citizens who volunteer for these positions are the link that connects the public to its
governing body and are the advisors who make recommendations that ultimately shape the future of Fayetteville.

City Revenue Bonds Sale;
Utility Rate Payers See Debt
Service Savings
The sale of over $100 million in City revenue
bonds recently was successful, thanks to the City's
AA/Aa2/AA utility revenue bond credit rating
(Standard & Poor's, Moody's and Fitch,
respectively). It is estimated that the sale of the
City revenue bonds will save the City's Public
:RUNV&RPPLVVLRQ3:&XWLOLW\UDWHSD\HUV
to $5 million in total debt service over the life of
the transaction by utilizing the competitive method
of sale.
Exactly $111,455,000 in revenue bonds generated
seven bids from underwriters, with Piper
Jaffray coming in with the lowest bid at
3.307106% (True Interest Cost). Bids came in
lower than the estimated 3.75%, which reduced
the anticipated repayment amount by
approximately $10.16 million.
The cost of issuance, which includes an
underwriter's discount, was also reduced
utilizing a competitive sale. The underwriter's
discount for this week's transaction was
$2.64/$1,000 as compared to the 2009 negotiated
sale that carried a $5.24/$1,000 cost.

Fayetteville received national attention for the sale
in The Bond Buyer publication, making front page
headlines.
Additionally, the City's general obligation bonds
carry credit ratings of Aa1 from Moody's, AA+
from Standard & Poor's and 89 from the North
Carolina Municipal Council.
