City Fire/Emergency Management Partners with Army, Region on USAR Exercise The Fayetteville Fire/Emergency Management Department, Army, Air Force and region fire departments partnered together the week of Aug. 18 on a first-time Urban Search and Rescue (USAR) exercise that simulated the structural collapse of an Emergency Operations Center (EOC). The exercise was made possible because it was a peacetime operation for the Army, and the last time the EOC was utilized at length in Cumberland County was the tornado event of 2011, when many Fort Bragg soldiers were deployed. The exercise was held at the Fayetteville Fire/Emergency Management Department's Fire Training Center on Radar Road, which is located off Doc Bennett Road. With the help of the Army and the Air Force, Fayetteville and the regional fire departments setup a mobile command post that would operate utilizing all the components of a physical EOC. Utilizing an approximately 80-foot tower, radio systems from all agencies were connected and interoperable, and the command post provided for weather monitoring on satellite TV, Internet access, direct links to Fort Bragg's EOC and the State EOC and cell phone service. The N.C. Task Force 9 USAR Team - which consists of first responders from the Fayetteville Fire and Police departments, Cumberland County EMS and Cumberland County fire departments – practiced the rescue of people located inside the collapsed EOC. To rescue people, the team drills an inspection hole, uses a search camera and uses a chainsaw to gain access to people in the structure. The N.C. Task Force 9 USAR Team responds to the region and assisted with Hurricane Irene efforts. Additional exercises were also conducted on Fort Bragg and at Seymour Johnson Air Force Base.
