The department issued a press release Wednesday reminding residents and property owners that potential fire hazards such as grass, weeds, trash, rubble and other debris should be removed from properties within the city lim - its by June 1. Property owners not in com- pliance with the request by June 1 will be subject to a 10-day notice to comply. Abatement by open burning is not permitted within city limits. The Red Bluff Fire Department lists the following abatement rules PuBlic Safety RBFD requests weed abatement before June 1 By Rich Greene rgreene@redbluffdailynews.com @richgreenenews on Twitter Red Bluff » The Red Bluff Police Department made 27.7 percent more arrests in 2013 than in 2012, while at the same time the most se - rious types of crimes committed in the city rose by only 1.8 percent. The figures come from the de- partment's recently released 2013 annual report. There were 1,417 Part I crimes reported in the city in 2013. Those crimes, considered the most se - rious in regards to personal and property safety, include homicide, rape, robbery, simple assault, ag- gravated assault, burglary, theft and motor vehicle thefts. In Red Bluff four homicides were reported in 2013. Only one homi - cide had been reported in the pre- vious three years. Red Bluff POlice More arrests in 2013 Grant money led to increases in traffic and school safety By andre Byik sports@redbluffdailynews.com @TehamaSports on Twitter Red Bluff » Math and Science Club students at Red Bluff High School are gearing up for their inaugural science show, which will be held at the school's Per - forming Arts Center at 6 p.m. Saturday. Lukas Kennedy, a math and science teacher at the school, said the show is meant to get people thinking about the world around them. "We wanted to do something for the community, and mainly for the kids in the community," Kennedy said. "For them to see that science is cool and it's fun and it's interesting." He added that the show is a positive way to make people think, "Wow, I could do that too, or, I want to learn more about that." Kennedy said people may rarely think about sound, or why cars have air bags. He says people know air bags make them safer, but why? "It makes the collision take longer," he said. "The longer a crash takes the less force you feel." Kennedy said one of the goals of the show is to get the students on stage so "it's not just me the scientist doing it, it's the kids doing it." The high school's Math and Science Club comprises about 45 students, 20 of which are di - rectly participating in the show, Kennedy said. Students such as Jose Favela, Selena Rosales and Fabiola Barreto will show off presentations in a simple and explanatory fashion. "No big technical terms, just basically do something neat and tell people why it happened," Kennedy said. Kenneth Wayne Binder, 42, ap- peared in Tehama County Supe- rior Court on Wednesday for a second scheduled arraignment in as many months, but the Dis- trict Attorney's Office still had not filed charges against the teacher. Binder was out of custody after posting a $15,000 bond. Judge Todd Bottke exonerated Binder's bail bond and did not set another court date. He told Binder he was free to go but added the Dis - trict Attorney's Office has up to three years to file charges. Binder declined to comment to the Daily News on the matter. District Attorney Gregg Cohen said in an interview the investi - gation is ongoing, adding that he spoke about the case with Red Bluff police Detective Scott Curtis twice this week. "There is some further investi - gation that needs to be completed," Cohen said. He added, "I'm confi- dent that the investigation will be completed fairly quickly so that we can make a charging decision soon." Cohen didn't elaborate on what that further investigation entailed, only saying that there are "one or two other things that we had dis - cussed that might be beneficial for allowing us to decide on whether charges should be filed."
