Α Β Γ Δ Ε Ζ Η Θ Ι Κ Λ Μ Ν Ξ Ο Π Ρ Σ Τ Υ Φ Χ Ψ Ω Political action committee 3 future generations of student leaders 1. do greek foundations have a role to play in supporting a legislative agenda in washington, d.C.? Yes! 2. what is our legislative agenda and why is it important to a greek foundation? • To protect the value of the charitable tax deduction for our donors. • To advocate for our students to increase funding for financial aid. • To support efforts for the effective eradication of hazing. • To explain the importance of providing safe affordable student housing through the Collegiate Housing and Infrastructure Act (CHIA). • To protect our students rights of freedom of association and Title IX exemption. • To provide leadership opportunities for our students. 3. who sets this legislative agenda? • The Fraternal Greek Relations Coalition – The Coalition (FGRC) exists to build a permanent platform for an integrated federal government relations program supporting the objectives and needs of fraternal life. 4. who are members of the fgRC? Representatives from the leadership of the: • North-American Interfraternity Conference (NIC) • National Panhellenic Conference (NPC) • Fraternity and Sorority Political Action Committee (FSPAC) For more information go to www.fgrc.co. 5. what is the fsPaC? • FSPAC is the largest PAC dedicated to issues of higher education in Washington. FSPAC raises funds to support candidates who support our legislative agenda. The legislative agenda FSPAC advocates is set by the FGRC. Donors who financially support the FSPAC are helping get our message heard in Washington. For more go to www.fspac.org. 6. I thought 501(c)(3) foundation couldn't be involved in lobbying activities. • 501(c)(3) charities cannot be involved in political campaign activity. Neither public charities nor private foundations may engage in political campaigns. However, such organizations may be involved in advocating for legislation that directly impacts their mission so long as lobbying activities funded are insubstantial. 7. what about being involved with the fsPaC? • 501(c)(3) charities may not contribute to the FSPAC. However, nothing prevents individual directors, officers, or donors from contributing to, or participating in, FSPAC activities when doing so in their personal capacity. 8. won't donors contributing to the PaC take away from giving to our foundation? • Actually the opposite is true. Through research it has been proven that individuals that give to political campaigns are generally more charitable and civically minded. In short, your donors and future prospects who give to political campaigns are more likely to give to your foundation and in larger amounts. 9. how can our foundation be involved in these advocacy efforts? • Encourage donors and board members (as private individuals not in their official capacity) to participate in FSPAC fundraising efforts and activities. • Participate privately on an annual or periodic basis in advocacy work in Washington with the FGRC. (This year, this will happen April 29-30) • Provide citizenship grants for students who want to participate in FGRC lobbying efforts. • Prepare for passage of CHIA and how you will handle increased giving for housing and infrastructure improvements. 10. who do I contact for more information about fgRC, fsPaC, ChIa, and other basic information about what 501(c)-(3) foundations can and cannot do for these efforts? • Ken File has been selected as the foundation liaison for the FSPAC, has served in a leadership capacity on the FGRC, and was involved in the early discussions and formulation of CHIA. With over 30 years experience in fraternity and foundation management, Ken will be able to answer your basic questions and direct you to others who can help as your organization develops your strategy of engagement.
