SIGN-UP PERIOD FOR EMERGENCY CONSERVATION PROGRAM Dianne Davis, CED of Rutherford County Farm Service Agency, announced that the storms with high winds and flooding that have occurred since May of this year have caused damage to county fences, conservation structures, and farmland. Farms suffering from damage may be eligible for assistance under the Emergency Conservation Program (ECP) administered by the Rutherford Farm Service Agency (FSA if the severity of the damage: •Will be so costly to rehabilitate that Federal assistance is or will be needed to return the land to productive agricultural use •If the damage is unusual and is not the type that would recur frequently in the same area •Affects the productive capacity of the farm land, and will impair or endanger the land. A producer qualifying for ECP assistance may receive cost-share levels not to exceed 75% of the eligible cost of restoration measures. The following types of measures may be eligible: •Removing debris from farmland, farmsteads, and/or access roadways on farms •Grading, Shaping, Releveling or similar measures •Restoring permanent fencing •Restoring Conservation Structures and Other Installations •Producers who have suffered a loss from this natural disaster should contact the Rutherford FSA Office and make application as soon as possible. The signup period for this disaster will be from August 9, 2013 through September 9, 2013. The county has been approved for the program, but no money has been allocated as yet. Applications will be taken, the disaster areas assessed and the applications will be approved and/or disapproved when the allocation is received. To be eligible for assistance, practices must not be started until all of the following are met: •An application for cost-share assistance has been filed •The local County Committee or its representative has conducted an onsite inspection of the damaged area.
