Main St. Quartzsite Groceries ���� ���� ������� New Community Center approved by council QUARTZSITE- In a unanimous decision, on Tuesday, April 13, 2010, Town Council members approved the build- ing of a new community center with the approx. $246,000 funds from the CDBG (Community Development Block Grant). A standing room only crowd of over 120 people packed into Town Hall,. Both young and old filled the hall. The council lis- tened to over an hour of comments from citizens, ranging from support of using the funds for in- frastructure, expanding the kitchen of the Senior Center and the commu- nity center. Each Council Member spoke of their support of the Commu- nity Center. Tracey Rich- ardson, of QAC (Quartz- site Activity Center) and Parks Dept. will spearhead the project. In other business, Mayor Hunt- ley proclaimed April 18-24, 2010 as Crime Victim's Rights Week and Vol- unteer Week. Town Manager, Alex Taft, reported flood repairs are mov- ing forward. 75% of the cost will by reimbursed by the Federal govern- ment, 15% by the State of Arizona, and only 10% will come from the Town of Quartzsite. New lights should be in- stalled soon near the intersection of E. Main and Riggles, near Exit 19. The Targa Trail survey for installing under- ground electrical has been completed, and APS is moving forward with the project. PBS&J was awared the contract for street improvement of Riggles Ave. from Main St to Coyote. Angelina Masales was appointed to the Municipal Utility Adm. Commit- tee. Four members were appointed to the Centennial Commit- tee: Angelina Masales, Michelle Lukkasson, Audrey Berger, and Shanana "Rain" Gold- en-Bear. Flora Romero was appointed to the Library Board. The council went into executive session to discuss two items: parcel number 306-29- 012H and a backflow valve ordinance. Ed Foster presented a pa- per to Town Attorney, Pamela Walsma, before the council members left the hall. The paper was a copy Arizona Revised Statute 38-504 regarding confict of interest. While waiting for the council to return from executive session, arguments pursued between Jennifer "Jade" Harris, winter visitor/vendor, and local residents. Harris left after being told to leave by Police Chief Jeff Gil- bert. Shortly thereafter, Michael Roth, Quartzsite resident, was arrested and taken in handcuffs after being warned multiple times to leave the building. When Council members finally re- turned from the executive session, the crowd had dimenished to a doz- en or so. Council voted to amend the agreement regarding the property to $10,000. There was no action on the Backflow Valve ordinance. The council meeting ended close to 10:00pm. Community Center suggested uses: Weddings, Receptions, Family Reunions, Movie Nights, Workshops, Semi- nars, AWC Classes, Private Parties, Indoor Summer Fun, Club Meetings, Proms, Fundraisers, Birthday Parties, Political Forums, Health Clinics, Food Han- dler Classes, Blood Drives, After School Programs, etc. ������������ �������������������� ����������� �������������������� �������� Michael Roth, Quartzsite resident, accused Police Chief Jeff Gilbert of "violating people's constitutional rights on a daily basis" which generated loud responses from the public. When he did not leave the building as requested, he was arrested and spend the night in Parker jail. FREE Community Serving The Communities Of Quartzsite, Vol. 6 Issue #111 QUARTZSITE- After a long, contentious campaign, the votes are in, with 54.2% turnout of registered voters. Ed Foster received 338 votes to Wes Huntley's 311. Out of 653 votes only 27 votes seperated the two. There were also 4 write-in votes cast. Council members Jose Lizzaraga received enough votes in the March election to remain seated. The three remaining incumbents retained their seats in a hotly contested campaign. Jerry Lukkasson received 322 votes. Patricia Anderson received 317 votes; and Robert Kelley with 315 votes. Reform Slate candidates, Chaunce Hamilton, Russell Sias, and Bill Moore followed behind with 309, 308, and 254 votes respectively. 6 write-in votes were also cast. In October, 2009, Ed Foster, then director of the Citizens' Coalition, (ac- cording to the Parker Pioneer) brought criminal charges against Huntley, Kel- ley, Lizzaraga, and then Councilman Hal Davidson for allegedly violating town codes, which was dismissed in December, 2009 due to lack of merit. The standing room only crowd Tues- day evening erupted in multiple out- bursts showing discontent with the items on the council's agenda and that the swearing in of the new mayor was at the end of the agenda. Items in contention were those revising town codes re: "Powers and Duties of the Mayor, Procedure Policy Legal and Ethical Standards of Conduct, and Town Clerk". At the regular Council meeting, Tuesday, May 25, 2010, Ed Foster was sworn in as Mayor of Quartzsite loudly that if the council approved these items, recall papers for the new- ly elected council would be drawn the next day. On the fi rst item, Lizzaraga did not vote, Kelley voted nay, and the remaining 5 voted to approve. The other items passed unanimously. "I have not encouraged recall efforts over the treatment I received Tuesday evening," Foster stated on his website. Wes Huntley then spoke to the crowd and stepped down, as Vice Mayor Bar- bara Cowell resumed the meeting. Magistrate Terry Frausto proceeded to swear in Ed Foster, Jose Lizzaraga, Jerry Lukkasson, Patricia Anderson, and Bob Kelley, creating a fully elected council chosen by the people for the fi rst time since October, 2008 when then Mayor Chuck Busby died while in offi ce. Joe Winslow and Barbara Cow- ell were elected to the council in Sep- tember, 2009 during the recall election of Bill Moore and Carolyn Guthrie. On his website, Mayor Foster said, "My goal is to remain accessible to those people that put me in offi ce, and to maintain dedicated to them, will- ing to listen to any concerns they may have. I can and do assure my constitu- ents that there will be no tremendous changes. Every effort will be made to rebuild the community participation in our governmental structure and I hope to make those changes with the sup- port of a strong and dedicated council.
