He added, "These people all pre- sented resolutions or letters of sup- port in this effort." He added, "As humans we use symbols; this past October 11th, the sheriff's offi ce released balloons as a symbol to memorialize the one year anniversary of Sgt. Rudd's death in the line of duty. Following Sgt. Rudd's death, we said as a commu- nity, we will never forget the sacri- fi ce and his service. This evening we make good on our promise by our attendance and using these signs as symbols dedicating the 71 miles of Interstate 10 that run through La Paz County as La Paz County Sher- iff Sgt. Michael Rudd Memorial Highway." La Paz County Sheriff William Ponce said "On behalf of La Paz County Sheriff's Offi ce and the ex- tended family of Michael Rudd, we are honored to be here to see this stretch of highway dedicated to him. His legacy will not only run through his children, but will be here, mark- ing this highway on his behalf. We were lucky to share a part of his life. Thank you, Amanda and everyone who was involved in creating this to become a reality. It's a beautiful sight. We'll be able to see it for days and years to come." Amanda Rudd thanked everyone for attending. "I appreciate every- one who has taken the time to hon- or Mike and love Mike." She added, "In the true words of Michael Rudd, 'It's been real, it's been fun, but not real fun!' Thank you for coming and loving my guy!" Melissa Newton thanked every- one for coming to show honor and respect. She reminded attendees, "Everyone is family!" By Shanana Rain Golden-Bear According to documents provided by a public records request, Des- ert Messenger has learned Richard Garcia, the La Paz County Recorder, certifi ed that there were 10 pages of petition signature sheets containing 111 signatures for Ref. 23-01. The number of signatures required was 87. The signatures were compared with those on fi le in the voter reg- istration records of the County Re- corder offi ce and the following were rejected: • Six (6) signers the signatures were different. One of those signatures rejected was Sam Saxton (a current Quartzsite Council Member. The County also disqualifi ed Saxton in 2020 as a candidate because he was not a qualifi ed elector.) • Three (3 signers were out of district. • Two (2) signers no address pro- vided (registered P.O. Box) • Eight (8) signers not registered. • The remaining ninety-Two (92) signers were verifi ed as qualifi ed electors of La Paz County. • Circulators: Isaac Saxton and Phil Cushman, both Quartzsite Area Cham- ber of Commerce Board Members, col- lected signatures. The other circula- tors were Dennis Vosper, Cheryl Diane Reid, and Leesa Dian Bolden. Ried and Bolden have formed the Quartzsite Committee for Voter Choice. • RESOLUTION: During a special meeting of the Town of Quartzsite Common Council, the council voted unanimously to put the Resolution of the Common council of the Town of Quartzsite of Arizona ordering the Call of an Election to be held in and for the Town of Quartzsite on November 7, 2023 to repeal the Or- dinance No. 23-01, which amends the Town Code, Chapter 30, Mayor and Council, Section 30.09. Council Member Warner made the motion and Sam Saxton seconded the mo- tion. The vote was unanimous. According to documents submitted to the Town of Quartzsite and La Paz County Recorder's Offi ce: Resolution No. 23-04 states, "A resolution of the Common Council of the Town of Quartzsite, Arizona, ordering and calling an election to be held in and for the Town of Quartzsite, Arizona, on November 7, 2023, to submit to the quali- fi ed electors thereof the question of repealing or maintaining Ordi- nance No. 23-01, which amends the Town Code, Chapter 30, Mayor and Council Section 30.09, qualifi cation of Council Candidates, by adding the words, "or appointment" to the code: Designating or providing for: the manner in which the election is conducted, the deadline date for voter registration; and ratifying all actions taken and to be taken with respect to the election in further- ance of this resolution." • Deadline and Early voting dates. A voter in this election must be a qual- ifi ed elector of the Town. A qualifi ed elector of the Town of is defi ned as a person who is registered to vote and whose name appears on the la Paz County voter register rolls within the boundaries of the Town twenty-nine (29) days prior to the date of the election. La Paz County registration and voting lists will be used for the election. To be quali- fi ed to vote in the election, a Town resident must be registered to vote by TUESDAY, OCTOBER 10, 2023. Early voting will be permitted at the election in accordance with the pro- visions of Title 16, Chapter 4, Arti- cle 8, Arizona Revised Statutes, as amended. • Polls will be open from 6:00am until 7:00 pm on Election Day. Bal- lots shall be counted by the voting system in use by the La Paz County Elections Department for the recor- dation of the electors' choices as au- thorized by Arizona Law. • Canvas of Election. Election offi - cials will forward the votes cast to the Town Council for canvassing. The Town Council will meet at the Council Chambers on a day that is within twenty (20) days after the election date to canvass the returns of the election and certify the results. The Town clerk will fi le and record a certifi cate of result of election in the offi ce of the La Paz County Re- corder. The Town Council will be governed by the vote of the majority on the question submitted.
