GFWC-AZ ViSaWen Women's Club had a great 2022, with lots of events, fun, and best of all, new members! Coming up in 2023 we have our Annual Yard Sale that will be held at the Clubhouse on January 14th. This event will be followed closely by our 2nd Annual Bake Sale to be held at NuVu Hair Salon (Thank you, Pam!) parking lot on Wednesday January 25th. That is farmer's market day so can get your breads and sweet treats while doing your usual produce shopping and making a hair appointment. The High School Culinary program is going to share some of their treats with us. All proceeds go to our com- munity grant program. Next up will be the McMullen Valley Spring Fling February 18th. More on this subject next month. Nancy Eidsmoe, President SANTA WAS HERE & HE CAME FOR LUNCH! Santa Claus (Tom Gresbach) was the special guest at ViSaWen Women's Club Decem- ber 15th social. As it turned out, there was a good size crowd for the gathering. Knowing the jolly old elf needs plenty sustenance to see him through his long night of deliveries, hostesses Sharon Kaney, Ann Er- win and Deb Banks held a potluck suitable for the occasion. Getting down to business of the holidays, Santa passed out gifts to all the la- dies prior to getting down to busi- ness of enjoying the meal. Follow- ing lunch, Santa's even enjoyed a round of Left Right & Center with the ladies. The meal was great and the games fun. Thanks to all the la- dies who participated! WELCOME TO NEW MEMBERS Five new members were added to the rolls of our Women's Club. Welcome to Ann Kinsey, Linda Eberwine, Jeanne Fuller, Sharon Ekstrom and Debbie Eliason. CUTLERY Deb Banks has done an outstanding job of organizing and selling of our RADA stock. The shopworn, display items and out of- stock merchandise has been marked down. There is still plenty of cutlery in stock. Members are present at the Clubhouse, located at 66918 Avenue C, Salome, AZ, each Monday morn- ing for assistance. If that isn't con- venient, you may contact Deb Banks (806-336-2896) or Bev Owens (925- 550-1362) any time to place an order. We still have a variety of handmade quilts in varying sizes for sale. MEETING DATE GFWC is open to all women who wish to volunteer in pursuit of helping better our com- munity. See any club member for an application. Dues are only $25 per year and business meetings will occur now through May on the fi rst Thursday. Monthly socials begin in October on the third Thursday. Members gather every Monday at 10:00 am to socialize and work on projects throughout the year. Our next regular business meeting is scheduled for February 2, 2023, 1:00 p.m. at our clubhouse, right behind the McMullen Valley Fire Station. What is the State expenditure limit? In 1980, Arizona voters approved an amendment to the Arizona Con- stitution that established spending limits on local governments based on a formula. The amendment lim- its local government expenditures to the formula regardless of actual rev- enues received. The formula for the limit is based on 1979-80 actual ex- penditures adjusted for population growth and infl ation as measured by a nationwide measure of infl a- tion, the gross domestic product implicit price defl ator (GDPIPD). The State Economic Estimates Com- mission provides communities with the population and infl ation factors each year. Some expenditures are exempt from the limit and are not subject to the formula described above. The most signifi cant exemp- tions for the Town of Quartzsite are grants, federal funds, bond pro- ceeds, debt service payments, and Arizona Highway User Revenue Funds in excess of the 1979/80 amount (these are gas taxes that can only be used on streets). As the Town has grown, so have its revenues, operating costs and demand for services. The 2020 US Census shows the Town's popula- tion of 2,413 and it projects to re- ceive approximately $27,631 in rev- enues during fi scal year 2022-23. What happens if the voters do not approve a one-time override? The Town will lose the ability to set its budget based on current needs and revenues and will be required to limit Town expenditures to the state-imposed formula for at least Town plans Special Election May 16, 2023 two consecutive fi scal years (until it can be approved by the voters at another election.) Projections indicate that approxi- mately 15% or $750,000 of the Town's overall budget for the next two years would have to be elimi- nated. Although the Town will still re- ceive revenues approximating the estimates above, revenue amounts in excess of the state limitation will remain unavailable for two years, as state law will prevent the Town from allocating those funds to pro- vide general government services. Registered voteres ill receive a vot- er information pamphlet with much of the material presented on the One-Time Override. One-time override has no impact on taxes or tax rates.
