Notify QPD During the April 26th Town of Quartzsite Regular Town Coun- cil meeting, Council members ap- proved a temporary use permit for the location and use of a temporary construction yard for the #10 West multi-state power line project. Ten West Link is a planned energy infra- structure project that will connect electrical substations in Tonopah, Arizona and Blythe, California. Town Manager Jim Ferguson spoke of #10 West multi-state power line project having applied for a tempo- rary use permit because they need space for a yard with a batch plant for about six months. A concrete plant, also known as a batch plant or batching plant or a concrete batch- ing plant, is equipment that com- bines various ingredients to form concrete for a project. Town Attorney Joseph Estes ex- plained that the Town Code is not set- up to address something like this. He advised the council that is for a very limited government purpose, and for a temporary use for this project, we really do not have a process, but the council can allow this. Town Manager Ferguson noted they have used the Conditional Use form and added the word "Tempo- rary" to it. Larry Lord explained the proper- ty is on Mockingbird near his new storage units on Sun Valley. The area there is a ten-acre parcel, and the specific area where they want to install a batch plant in on the very southeast corner of that property, near the freeway. Randy Tomlin, of EC Source, an LLC doing powerline construction, and Kyle Gladden, Construction Manager, discussed lighting, noise, hours of operation, hiring locally, trucks coming in on Mockingbird, dust control with a water truck, the environmental impact study that was done, the governmental ap- proval of this project, and the beau- tification process after they leave. Town Manager Ferguson stated the council is being asked to autho- rize us to enter into a temporary use agreement. Regarding the yard being returned to its original con- dition, he commented that would be an agreement between the land- owner and the company, but the town could always put that into our agreement as well. There was discussion about using a water truck to keep down the dust, trucks sinking into the pavement on hot days because of the weight, protecting our roads, and the en- vironment impact having found no issue because of the duration of the project. It was noted that if things do go differently than planned, the company will have to restore what needs to be restored. Mr. Tomlin noted that the project is scheduled for construction to start in August of this year in Tonopah. Preparation will occur in the month of June, and the work in Quartzsite will begin in December with activi- ties escalating and being sustained for six, eight, or ten months and then taper off. In response to a question from the audience, it was noted that the skilled labor will come from the union hall, but laborers, non-skilled labor, administrative and clerical workers would not. Council unanimously approved a temporary use permit for the loca- tion and use of a temporary con- struction yard and batch plant for the 10 West multi-state power line project at Mockingbird with a stipu- lation that the property be returned to as good condition. 10 West Link Project update
