September 15, 2021 www.DesertMessenger.com 3 Yard & Bake Sale Fundraiser Sept. 25 NOTICE OF AVAILABILITY Environmental Assessment For the Trigo North Impact Area U.S. Army Garrison Yuma Proving Ground, Arizona The U.S. Army Garrison Yuma Proving Ground (USAG YPG) prepared an Environmental Assessment (EA) in accordance with the National En- vironmental Policy Act of 1969 (NEPA), the Council on Environmental Quality regulations implementing NEPA (Title 40, U.S.C., Parts 1500 through 1508); Department of Defense Directive 4715.9 Environmen- tal Planning and Analysis; and Environmental Analysis of Army Actions (CFR, Title 32, Part 651). The EA analyzed the impacts associated with the establishment and use of a Research, Development, Testing, and Evaluation (RDT&E) impact area in the North Trigo area at Yuma Prov- ing Ground (YPG). The proposed Trigo North Impact Area would be com- prised of approximately 88 acres and would accommodate current and future weapon's development associated with artillery test activities, by providing additional space for longer ranges and wider safety buffers. The EA analyzed the potential impacts of the Trigo North Impact Area on resources in the project area. Based on the analysis presented in the EA, the Proposed Action would not result in significant environmen- tal impacts and USAG YPG has prepared a Draft Finding of No Signifi- cant Impact (FNSI). The VFW Post 769 in Quartzsite is hosting a huge Yard Sale and Bakesale at the Post on Saturday September 25 starting at 8 am and going on til about 2 pm. The Post is located at 305 N. Cen- tral at the corner of No Name St. The money raised from the bake sale which will be held indoors, will go to buy items needed to go on the military monument in the Heroes Bell Gardens. If you would like to donate baked goods for the bake sale please call Joanne Winer at 928-662-8592 or take to VFW be- fore 8am the day of the sale or on Friday. Any donations towards the monuments is greatly appreciated. Tables for the outside yard sale must be provided by seller. Spaces are only $5 for the day. The Post re- ceives the space rental. The Desert Amateur Radio Club is a new amateur radio club in La Paz County based in Quartzsite, Arizona. The Desert Amateur Radio Club is ARRL affi liated. The American Radio Relay League (ARRL) is the nation- al association for amateur radio, connecting hams around the U.S. with news, information and resources. Club meetings are held on the 2nd and 4th Saturdays of the month. Come hear the latest in the ham community. Learn about testing dates, upcoming classes, and share information with the ham community. New Amateur Radio Club formed in Quartzsite The Federal Government imple- mented the COVID-19 Economic Injury Disaster Loan (EIDL) for U.S. agricultural businesses, non- profi t organizations and small busi- nesses to aid in the recovery from COVID-19's economical impacts. On September 8, 2021, the U.S. Small Business Administration (SBA) made policy changes on to these loans that included: Maximum loan cap increased from $500,000 to $2 million. The SBA will begin approving loans greater than $500,000 on October 8, 2021. Use of funds was expanded to in- clude payment and pre-payment of business non-federal debt incurred at any time (past or future) and pay- ment of federal debt. Existing loans with a deferment of less than 24 months will be adjusted. Affi liation requirements simpli- fi ed to an affi liate is a business that you control or in which you have 50% of more ownership. Developed additional path to meet program size standards for businesses assigned a NAICS code beginning with 61, 71, 72, 213, 3121, 315, 448, 451, 481, 485, 487, 511, 512, 515, 532, or 812. Exclusivity Period: From Septem- ber 8, 2021 to October 8, 2021, the above policy changes will be applica- ble to applications for <$500K while applications for >$500K will not be approved and therefore receive the policy changes until October 8, 2021.
