www.psiofsigmachi.com T his year, Psi Chapter is honored to recognize R. Steven Herbert '68 as our newest recipient of the Significant Sig Award, which is given by Sigma Chi National. The Significant Sig Award recognizes living Alumni members whose exemplary achievements in their fields of endeavor have brought great honor and prestige to the name of Sigma Chi. The Awards Committee considers only those who meet the highest levels of achievement in their profession, occupation or philanthropic endeavors. In the years since the 1935 Grand Chapter, when the Significant Sig Award was introduced, about 1,900 brothers have been recognized. Applications for nominees are submitted annually by a sponsor or sponsors prior to November 30 for consideration for award in the following year. Other recent Psi Chapter Significant Sig Award recipients include Larry Martin '64, Mark Herring '83, and Chris Nassetta '84. To most of us, Actives and Alumni, we know Steve from his dedication and support to Psi Chapter, the House Corporation, and the Capital Campaign. Steve has worked tirelessly over the years, serving the housing needs of the Psi Brothers, especially the recent expansion and renovation of 608 Preston Place. Whether in the military or in civilian life, Steve has exemplified the highest standards of character and highest levels of achievement. During his years at the University, Steve's special bond to Psi, its Brothers, and the University grew and he served as Consul in the 1967-68 school year. Steve graduated from the School of Architecture in 1968 with a degree in City Planning. He entered the U. S. Navy's Officer Candidate School and was commissioned an ensign in 1969. He was posted to Vietnam aboard the USS Canon [PG-90], where he saw action and served with the highest distinction. Steve was awarded the Purple Heart for wounds and the Navy Cross for his "extraordinary heroism" during action on the Bo De River, when his ship came under rocket and automatic weapons attack. While wounded, Lieutenant, Junior Grade Herbert directed return fire and relayed orders to the bridge from the commanding officer, who had also been wounded and removed to a place of safety. As stated in Steve's citation, "his heroic actions were in keeping with the highest traditions of the United States Naval Service." Steve continued duty in the U. S. Navy and retired with the rank of Captain after 30 years of combined active and reserve service. In civilian life, Steve continued to achieve at the highest levels—pursuing the profession he had been trained for at the University. Steve served in positions for city administration, city planning, and economic development. He has served as City Manager and Deputy City Manager in the cities of Suffolk, Virginia, and Virginia Beach, Virginia. He also served as President and CEO of the Hampton Roads Economic Development Alliance, which includes the cities of Norfolk, Virginia Beach, Suffolk, Hampton, Newport News, Isle of Wight County, and many corporate partners as well. Steve has also been active in his church and community. For example, in 2015, Steve was appointed by Governor Terry McAuliffe to be a member of the Joint Leadership Council of Veterans Service Organizations, which provides advice and assistance to the Governor, General Assembly, and Department of Veterans Affairs. Steve and his wife, Sally, reside in Virginia Beach. They have two sons and three grandchildren. Please plan to join your Brothers on October 16, 2021, as we celebrate Steve and the awarding of the Significant Sig Award. Steve, we all congratulate you and thank you for your great example! Join Us for the James E. Evans Terrace Dedication Ceremony MARK YOUR CALENDARS FOR OCTOBER 16, 2021 T he dedication of the James E. Evans Terrace—previously scheduled for spring 2020—has been rescheduled for October 16, 2021. Over 30 Psi Brothers from classes between 1974 and 1980 contributed to the Capital Campaign and to a fund to obtain a plaque commemorating Jim Evans '77. This plaque will be mounted on the wall of the terrace adjoining the new Chapter Room. Jim was Psi's Consul in 1976-1977. His Brothers loved him for his leadership, friendship, and caring example. His dedication to Psi of Sigma Chi did not stop upon his graduation, as it continued with his influence to coordinate reunions of the Brotherhood until his death in 2015. This tradition was continued by his Brothers when they established The Constantine Cup, an annual reunion and golf tournament. The James E. Evans Terrace dedication event will involve a dedication ceremony, social event, and slide show from our historian's extensive collection of photos from the era. All interested Brothers, as well as Jim's family, are invited to attend this in-person event.
