Recap of October 27th Town of Quartzsite Regular Council meeting held via Zoom: Council adopted Ordinance 20- 12, creating a new updated Procure- ment Code for Article 3-4 of the town Code. All specifi c provisions of the existing Town Procurement Code have been incorporated into the new Ordinance, except they may have been moved to a new sec- tion or the procedures clarifi ed ac- cording to current state law. There are new provisions clearly assigning responsibility to department heads for following proper purchase pro- cedures and budget monitoring. Council voted to direct staff to pre- pare a resolution that would say that masks are mandatory within Town owned properties in Quartzsite. Ad- ditionally, they voted that the resolu- tion also strongly recommended that masks should be worn in public spac- es in Quartzsite. The resolution will be brought back for council approval at the next regular Council meeting. Council voted to accept the public event registration form as a guide- line for organized public events of more than 50 people as per the Governor's Executive Orders and authorized the Town Manager to approve or deny the application permits. Council members discussed par- ticipating in this year's Christmas parade to be hosted by the Chamber of Commerce. Consensus was for Council Members to use one of the Camel Express Transit vans to par- ticipate in this year's parade. The Town Attorney will conduct a one-hour session for Ethics Train- ing on Thursday, November 19th via Zoom at 6:00pm. The session will be open to the public and Plan- ning & Zoning Commissions will be invited to participate. Council voted to direct staff to begin the transition away from pa- per agenda packets to a completely digital format. This will save paper and reduce the staff time required to prepare paper agenda packets. Meeting agendas can also be shared on Zoom. Council voted to direct the Town Clerk to pare down the amount of detail included in the meeting min- utes using the Town of Parker for- mat as a guide. SKYHAWK Due to Covid and the USA/CAN- ADA border closing, SKYHAWK will not be holding our Friday night dances at the Quartzsite Senior Center this snowbird season. Big numbers make my eyes glaze over; how about you? Any- thing over two zeros is just so much blah, blah, blah. Let's see if we can make the recent COVID-19 numbers come alive. (Current Oregon Covid cases=41,719.) Using the 2018 census let's try it. Start with Sutherlin, dear little Sutherlin. Take every man, woman and child in Sutherlin--everyone! Line them up on Interstate 5; come on that means you too. Line up toward the South, everybody. Then take every man, woman and child in Roseburg—every last one of 'em. Line them up on the freeway. They'd probably meet the Sutherlin folks and spread a bit south, don't you think? Now down to Winston: take every man, woman and child and line them up on Interstate 5 stretching north to meet the Roseburg folks. Just imagine all those bodies out on Interstate 5! No cars, just men, women and children from Winston through Roseburg to Sutherlin. Now take a crop duster loaded with COVID-19 virus and spray every last person on that freeway.
