the downtown zoning district to include both sides

Require new buildings be in an urban format,

Improve streets by right-sizing the number of
traffic lanes, adding protected bicycling facilities,
improving pedestrian crosswalks, expanding side-
walks, and adding landscaping or stormwater man-

Encourage the redevelopment of underutilized
