Fiorina: Obama should focus on stopping oil spill SACRAMENTO (AP) — Republican U.S. Senate candidate Carly Fiorina said Thursday that she supports the $20 billion fund established to compensate victims of the Gulf oil spill but had harsh words for Pres- ident Barack Obama’s response this week. During a campaign stop in Sacramento, Fiorina criticized part of Obama’s national address on the catastrophe on Tuesday. While the president used most of the address to speak about the devastation, he also urged the nation and Congress to address climate change and reduce dependence on fossil fuels. Fiorina, who is trying to unseat Democrat Barbara Boxer of Cali- fornia, said the president should be focused on capping the leak and cleaning up the oil, not working with Boxer on greenhouse gas legisla- tion. ‘‘President Obama’s emphasis right now should be on cleaning up the spill, something (Sen.) Dianne Feinstein clearly recognized when she said, ’cap-and-trade legislation isn’t going to clean up the spill,’’’ Fiorina said. Instead, she said the president is planning to meet with Boxer to dis- cuss the climate change bill. ‘‘I think our commander in chief’s attention should be devoted exclusively to cleaning up the spill and to making sure that the residents of the Gulf Coast receive the relief that they so desperately need,’’ Fio- rina said after her visit to Rex Moore Electrical Contractors and Engi- neers in Sacramento. Boxer campaign manager Rose Kapolczynski defended the actions. By addressing climate change, the U.S. can reduce carbon pollution and create thousands of jobs in the U.S., she said. Fiorina agreed that BP should be forced to compensate workers affected by the oil spill in the Gulf of Mexico. When asked if she would refuse campaign donations from BP, Fio- rina said she would not address a hypothetical question. ‘‘I’m unaware of having received any campaign contribution from British Petroleum, and so if that were to happen, we would certainly look at that very carefully,’’ she said. According to campaign finance reports, Fiorina has not received money from BP. But she has received $5,000 from the California Inde- pendent Petroleum Association, $5,000 from Exxon Mobile, $2,500 from the Halliburton and $3,000 from the Occidental Petroleum. Boxer has received about $11,900 from the oil and gas industries over the past two years, which ranks her 36th among sitting members of the Senate, according to the Center for Responsive Politics, an orga- nization that tracks campaign spending. After the event, her campaign said Fiorina has decided not to accept BP contributions but said other donations from oil companies would be reviewed on a case-by-case basis. ‘‘In light of recent events, we would not accept any contributions from BP moving forward because their resources are better directed toward the disaster in the Gulf,’’ said Fiorina’s deputy campaign man- ager, Julie Soderlund. Brown and Whitman vague about deficit MOUNTAIN VIEW (AP) — California lawmakers on Tuesday missed a constitutional deadline to pass a state budget, but they should not expect much help from the gubernatorial candidates. Neither Democrat Jerry Brown nor Republican Meg Whitman has offered details about how to close California’s $19 billion budget deficit. At a campaign event in Silicon Valley, Brown offered few plans on how he would close the budget gap. He said only that it was imperative to start negotiations as soon as possible so lawmakers don’t put off dif- ficult negotiations until summer, when the fiscal year ends. He said he would discuss the budget with legislators as early as the week after the November election if he wins, instead of waiting for Jan- uary — when the governor typically releases his budget. ‘‘I personally will engage all 120 members of the Legislature in groups and as a whole week after week until we can lay out before the people of California what are our options, and they’re going to be very, very difficult. I know that,’’ Brown said. The Democratic nominee declined to be specific about steps he would take to address the deficit, which is about 23 percent of the gen- eral fund budget for the coming fiscal year. Whitman has proposed a plan to cut the state work force by 40,000, reduce government spending and curtail prison medical spending. But she also does not have a specific plan for closing the immediate deficit. The billionaire former eBay CEO also has not shared how she would get the Democratic-controlled Legislature to go along with her ideas. Republican Gov. Arnold Schwarzenegger has stumbled in his attempts to implement some of the same budget reforms Whitman has proposed. Under ideas to cut spending listed in her campaign brochure, Whit- man said she would institute a state spending cap and defend the two- thirds vote required to pass a budget or raise taxes in the Legislature. Her campaign did not detail Tuesday how Whitman would solve the state’s current budget deficit, but issued a statement calling for spend- ing cuts, pension reform and no tax increases. ‘‘If the state legislature was doing its job, it would have passed a responsible budget plan on time to signal that California state govern- ment is finally serious about getting its act together,’’ Whitman said in a statement to The Associated Press. ‘‘Instead, Sacramento politicians once again have failed miserably.’’ Brown told business leaders in Silicon Valley that he would review spending in the governor’s office and the Legislature, say- ing ‘‘you’ve got to start and lead by example.’’ He added he would investigate key elements of state spending, including prisons, edu- cation, health care and highways. GOP insurance race tightens SACRAMENTO (AP) — The race for the GOP nomina- tion for California’s insurance commissioner has tightened to just 230 votes a week after the state primary election. By Tuesday, Brian FitzGer- ald, an attorney, continued to hold a slight edge over Assem- blyman Mike Villines. Villines raised $1.1 million for his campaign and had been expected to win easily. FitzGer- ald barely had a campaign but led by nearly 11,000 votes on Election Night. That margin has plunged since counties began processing their remaining vote-by-mail, provisional and damaged bal- lots.
