They will be held on the THIRD TUESDAY of the month in the Library Meeting room, start- ing at 1:30 pm. New residents are welcome to share their suggestions and concerns. The public is encouraged to attend. Topics will vary, however anyone may speak on any Town issue. The Library is located at 465 N. Plymouth Ave., Quartzsite. A 2018 Arizona law makes it illegal to just throw a vest saying, "service animal" on your hamster so that you can bring it into a store that doesn't allow pets. As of August, 2018, a new provi- sion in Arizona's service animal law makes it illegal to "fraudulently misrepresent" any animal as a ser- vice animal to a public place or busi- ness. The law carries a civil penalty of up to $250 for each violation. Arizona joins at least 20 other states and the federal government in having laws prohibiting people from claiming untrained pets are trained service animals. Arizona defi nes a service animal as: "Only dogs and miniature horses can be service animals and are not considered pets. They must be indi- vidually trained to do work or per- form tasks for a person with a dis- ability and its work must be directly related to the handler's disability. It is protected under the ADA regard- less of whether they have been li- censed or certifi ed by a state or local government. A dog that solely com- forts or provides emotional support does not qualify under ADA." The American with Disabilities Act ADA) requires all places open to the public, such as businesses, gov- ernment agencies and entertain- ment venues, to give access to ser- vice dogs and their owners. And it permits them to ask only two ques- tions: whether the dog is required because of a disability and what tasks the dog is trained to perform. It is illegal to request documenta- tion for the dog or to ask the nature of the owner's disability. Neither the ADA nor Arizona's ser- vice animal law includes what some people call therapy dogs or "emo- tional support animals": animals that provide a sense of safety, com- panionship, and comfort to those with psychiatric or emotional dis- abilities or conditions. Although these animals often have therapeu- tic benefi ts, they are not individual- ly trained to perform specifi c tasks for their handlers. Under the ADA and Arizona law, owners of public accommodations are not required to allow emotional support animals, only service animals. Arizona State Senator John Kava- nagh, who introduced the bill, told Patch that his goal was not to "stop people from having service animals. I just want to make sure that a ser- vice animal does provide a service and that people who pass off a pet as a service animal can be punished. People need to know that just be- cause you go on the internet, buy a vest that says 'service animal' and put it on your parrot doesn't make it a service animal."
