Then, an engi- neering study consolidated existing complex rate structures and estab- lished current rates. In 2014, the Council adopted a Multi-year plan. In 2017, a new rate plan and rate structure was adopted. Water and wastewater rates were increased in May of 2018. He stated, "Without making these investments in the future of the Town, the quality of services will decline." Willdan said he would not recommend adjusting the water and wastewater rates at that time; how- ever during the summer, the Town may have to adjust the rate plan if the high usage winter months un- derperformed. Grant funds are to bring the sewer plant up to Arizona Dept. of Envi- ronmental Quality (ADEQ) stan- dards. The Town could face daily fi nes per violation from ADEQ if not corrected. The recent Govern- ment shutdown complicated dead- lines previously set, but the Federal Government has now accepted the proposed changes. Groundbreaking takes place Thursday, April 4th and construc- tion is expected to be completed by the end of the year. The changes will eliminate pos- sible sewage overfl ow during wet weather times and increase capac- ity, allowing for future growth.
